Corruption Paragraph

Corruption means using a public position for private gain, and its commonest form is not a large scandal but a small payment. A file will not move without one. A certificate that is a citizen's right is delayed until something is offered. A contractor uses thinner rods than the design requires and the road breaks in one monsoon. Corruption is expensive in a way people rarely count. It does not merely transfer money; it makes everything cost more, because the bribe is added to the price and paid by the person who can least afford it. A poor patient pays for a bed that is supposed to be free. A qualified applicant loses a post to a paying one, and the work is then done badly by somebody who should not be doing it. It survives because reporting it is dangerous and pointless when the office that receives the complaint is part of the same system, and because those who pay a bribe are ashamed to admit it. What reduces corruption is not sermons but design: fewer discretionary steps, digital payment and record, published rules, real protection for a person who reports, and punishment that reaches upward as well as down.

দুর্নীতি মানে ব্যক্তিগত স্বার্থে সরকারি পদের ব্যবহার, আর এর সবচেয়ে সাধারণ রূপ বড় কেলেঙ্কারি নয় — ছোট একটা টাকা। ওটা ছাড়া ফাইল নড়ে না। যে সনদ নাগরিকের অধিকার, কিছু না দেওয়া পর্যন্ত সেটা আটকে থাকে। ঠিকাদার নকশার চেয়ে সরু রড দেন, আর এক বর্ষাতেই রাস্তা ভেঙে যায়। দুর্নীতির খরচ মানুষ যতটা হিসাব করে তার চেয়ে অনেক বেশি: এটা কেবল টাকা হাতবদল করে না, সবকিছুর দাম বাড়িয়ে দেয় — কারণ ঘুষটা দামের সাথে যোগ হয় আর শোধ করেন সেই মানুষ, যাঁর সামর্থ্য সবচেয়ে কম। গরিব রোগী টাকা দেন এমন বিছানার জন্য যা বিনা মূল্যে পাওয়ার কথা। যোগ্য প্রার্থী পদ হারান টাকা দেওয়া প্রার্থীর কাছে, আর কাজটা তখন খারাপভাবে করেন এমন কেউ যাঁর ওই কাজ করার কথাই ছিল না।

গড় উত্তর কেবল নিন্দা করে — 'দুর্নীতি একটি অভিশাপ'। শক্তিশালী উত্তর তিনটে কাজ করে: (১) **সাধারণ রূপটা দেখায়** — বড় কেলেঙ্কারি নয়, ছোট ঘুষ, আটকে থাকা ফাইল, সরু রড; (২) **খরচটা ব্যাখ্যা করে** — ঘুষ কেবল টাকা সরায় না, দাম বাড়ায়, আর তা শোধ করেন সবচেয়ে গরিব মানুষ; এই যুক্তিটা প্রায় কোনো খাতায় নেই; (৩) **কেন টিকে আছে** — অভিযোগ করা বিপজ্জনক ও নিষ্ফল, দাতাও লজ্জিত। শেষে সমাধান দিন, তবে **ব্যবস্থার ভাষায়**: ইচ্ছাধীন ধাপ কমানো, ডিজিটাল রেকর্ড, প্রকাশিত নিয়ম, তথ্যদাতার সুরক্ষা, উপরের দিকেও শাস্তি। 'নৈতিক শিক্ষা দিতে হবে' লেখার চেয়ে এটা অনেক বেশি বিশ্বাসযোগ্য।
