Duties of a Citizen Paragraph

A citizen is a person who belongs to a state and enjoys its rights, and every right carries a duty on the other side of it. We expect roads, schools, hospitals and security from the state, and what the state expects in return is not complicated. A citizen should obey the law even when nobody is watching, which means paying taxes honestly, standing in a queue, obeying traffic signals and not paying a bribe to jump ahead of someone who has waited longer. He should vote, and vote on his own judgement rather than for money or fear, because a country gets the government its citizens allow. He should keep public property as carefully as his own: the tree by the road, the bench in the park and the wall of the school belong to him too. He should pay for his children's education, respect the law even when it costs him, and help in a flood or a fire without waiting to be asked. Rights are what we demand from the state; duties are what the state may demand from us. A country where everyone claims the first and forgets the second cannot function, however good its laws are.
