Two problems hide in this pair. The first is which spelling to use. The second is bigger and quieter: 'advices' is not a word, and neither is 'an advice' — yet both appear in Bangladeshi emails every day.

'Advice' (with a c) is the noun — the thing you give. 'Advise' (with an s) is the verb — the act of giving it. And 'advice' is uncountable, so it never takes -s and never takes 'a'.
'Advice' (c দিয়ে) বিশেষ্য — যে জিনিসটা দেওয়া হয়। 'Advise' (s দিয়ে) ক্রিয়া — দেওয়ার কাজটা। আর 'advice' অগণনীয়, তাই এর সাথে কখনো -s বসে না, 'a'-ও বসে না।

বানান মনে রাখার সহজ উপায়: **c = noun** (ice-এর মতো, একটা জিনিস), **s = verb** (rise-এর মতো, একটা কাজ)। উচ্চারণও আলাদা — advice শেষ হয় 's' শব্দে (অ্যাডভাইস), advise শেষ হয় 'z' শব্দে (অ্যাডভাইজ)। এই একই নিয়ম আরও কয়েক জোড়ায় খাটে: practice/practise, licence/license, device/devise। এবার বড় সমস্যাটা: advice **uncountable**, অর্থাৎ চাল বা পানির মতো — গোনা যায় না। তাই 'an advice' ❌, 'advices' ❌, 'many advices' ❌। গুনতে চাইলে বলতে হবে **a piece of advice**, **some advice**, **a lot of advice**। বাংলায় আমরা 'একটা উপদেশ', 'অনেকগুলো উপদেশ' বলি বলেই এই ভুলটা এত স্বাভাবিকভাবে আসে। একই দলে আছে আরও কিছু শব্দ যেগুলো বাংলায় গোনা যায় কিন্তু ইংরেজিতে যায় না: information, furniture, equipment, luggage, news। এগুলোর কোনোটাতেই -s বসে না।

After 'to' you need the verb, and the verb is spelt with an s.

Here it is a thing, not an action, so it needs the c spelling.

Why is 'advice' uncountable when 'suggestion' is countable?
There is no logic to find — English simply assigns countability word by word, and this pair happens to split. Learn them as a pair: 'a suggestion' but 'some advice'.
Is 'advise' ever a noun?
Only in old formal business English ('as per our advise'), which nobody writes now. Treat advise as a verb only.
Do British and American English spell these differently?
Not these two — advice/advise is the same everywhere. But practice/practise does differ: Americans spell both 'practice'. In Bangladesh, follow British spelling.
How do I pronounce them differently?
Advice ends in an s sound, advise ends in a z sound. Saying them aloud is often the fastest way to feel which one you mean.
