Why it goes on: The first reason is profit without risk — the gain is immediate and the harm is invisible for years. The second is a supply chain long enough that nobody feels responsible: the grower blames the trader, the trader the wholesaler, the wholesaler the shopkeeper. The third is weak testing; a country cannot police what it cannot measure, and laboratories are too few.
