Is 'loose' ever a verb?
Rarely, and only in old or literary English ('loose an arrow'). In modern writing the verb you want is 'loosen' — 'loosen your tie'.
Why do so many people confuse these?
Because English spelling is inconsistent — 'choose' has two o's and rhymes with lose, while 'goose' has two o's and rhymes with loose. Your eye has no reliable pattern to follow, so the trick has to be learnt.
Does the spellchecker catch this?
No, and that is the danger. Both are real words, so nothing is underlined. This is exactly the kind of error a reader spots and software does not.
