Bangladesh opened the border, and local villagers shared food and land before any agency arrived, which was a generous act by a country with very little spare room. The burden has been heavy. Forest was cleared for shelters, the hills erode in every monsoon, wages fell in the host communities, and services meant for a district now serve twice its population. Children in the camps have grown up with limited schooling and no lawful work. Repatriation has been agreed in principle and has not happened, because no one will return to a place where citizenship and safety are still not guaranteed.
