People with disabilities are those who live with a physical, sensory or intellectual condition that limits some activity. Millions live in Bangladesh, and most of what limits them is not the condition itself but what has been built around it. A person in a wheelchair is not stopped by his legs; he is stopped by a staircase with no ramp, a bus he cannot board, a school with no accessible toilet and an office on the third floor with no lift. A blind student is not unable to learn; he is unable to find a textbook in braille or an examination he is allowed extra time for. Attitude does the rest of the damage. Families sometimes keep a disabled child at home out of shame, employers assume the person cannot work without asking what he can do, and children are called by names that follow them for life. The law here recognises their rights, and quotas exist, but a right that cannot be reached up a staircase is not a right. What is needed is ordinary: ramps and accessible toilets, textbooks in usable formats, trained teachers, and hiring people for what they can do.
