Women empowerment means giving women the education, income and freedom of decision that men have always assumed for themselves. It is not charity and not a favour; it is the correction of an old imbalance in a country where women are half the population. Bangladesh has moved further on this than many of its neighbours, and the change is visible. Girls now outnumber boys in many secondary schools. Four million workers, most of them women, hold up the garment industry that earns most of our foreign exchange. Women run small businesses on microcredit, serve as doctors, teachers, police officers, pilots and judges, and rural women who once could not sign their names now operate mobile money accounts. What remains is harder than what has been achieved. Women are paid less for the same work, carry almost all the housework whether they earn or not, face harassment on the street and on public transport, and are still married off early in many families. Empowerment is not complete when a woman can earn; it is complete when she can decide how her earnings are spent, and when refusing a proposal costs her nothing.
