Natural calamities are sudden disasters caused by nature that destroy life and property. Droughts hit the north-west, and cold waves kill the poor and the elderly every winter. We cannot prevent any of these. What has already been proved to work is preparation: the cyclone shelters built along the coast, the volunteer warning network that reaches villages before a storm, embankments, and flood-tolerant rice. Bangladesh now loses far fewer lives to a cyclone than it did fifty years ago, and that improvement came from preparation rather than from luck.
